While working as a CIA case officer in Rome, Jack Ryan receives a tip from an asset, Zoya Ivanova, that the Sokol Project has been reactivated. He discovers that a 3-megaton nuclear weapon may have already been developed. Jack organizes a team to intercept what he believes is the weapon on a cargo ship, only to find the payload is actually a defecting scientist named Yuri.

The mission quickly goes sideways when Jack’s team is ambushed in Greece. Yuri is killed during their escape to Athens, and Jack is framed for the murder of a Greek police officer. Now a fugitive with a "Red Notice" out for his arrest, Jack must go rogue to uncover the conspiracy before it triggers a global war.
