The narrative follows , a CIA agent tasked with delivering a mysterious package to the Bureau’s director, Myron Faulke. During the handover, the facility is attacked by the Outsiders. Carter survives the initial onslaught and discovers that the package—a dormant psionic entity—has merged with him, granting him inexplicable healing and tactical powers.

Asaru and Weir persuade the Outsiders to stop fighting and help rebuild before they depart to find a new homeworld.
