A greedy land developer named Deconnard ( Dennis Haskins ) plots to evict the residents of Soggy Meadows by enlisting thugs to sabotage a nearby levee . The resulting massive flood traps a hungry shark in the trailer park. The shark gains —the ability to generate and manipulate electricity—after a failed attempt to kill it with a power line.
